Indigenous Consultation Completed

The Undersecretary of Mining, Suina Chahuán, led the closing ceremony for three indigenous consultation processes related to the granting of Special Lithium Operation Contracts (CEOL), together with representatives of the Aymara community of Quillagua and regional authorities.

The indigenous consultation in Quillagua Este took place over four months and included the active participation of the Aymara community at all stages.

The process concluded with a total of eight agreements addressing issues such as the geographical delimitation of the CEOLs, obligations of future developers, economic compensation mechanisms, and guidelines for community relations.

The Indigenous Consultation in the Quillagua Este sector was mandated by Exempt Resolution No. 161 of 4 February 2025, published in the Official Gazette on 10 February of the same year. The process took place between March and August 2025, with the participation of the Aymara Community of Quillagua, complying with all the stages established in Supreme Decree No. 66/2013. The planning stage took place in March; the information stage in April; the internal deliberation stage between April and June; and the dialogue stage in June and July, with the participation of the United Nations High Commissioner for Human Rights as an observer. The process culminated with the delivery of the Final Report to the community on 2 August 2025 and its official closure by Exempt Resolution No. 1801 of 4 July 2025, approved by the Undersecretary of Mining. The closure of the “Declaration of Closure of the Quillagua Este Indigenous Consultation” process was published on 8 August 2025 in the Official Gazette.
